The Otsu Detective Agency is going through a tough time. Sotaro and Saki, his young assistant, are willing to accept any job to make a living, even if it's full of danger. While the city is holding various festivals, a wave of mysterious disappearances is happening beneath the surface of society. A journalist asks Sotaro to investigate this case and leads him towards the darkness, the city's underground world of danger and lawlessness. Sotaro assigns this perilous mission to Saki, but when he also disappears, he is forced to enter this dark world himself and confront dangerous groups like the Laughing Masks and rogue cops on the armored train Devil 463.
